It can, but a preview thumbnail has to be rendered for every page, so the first load takes a while. On a document past 200 pages, wait until all thumbnails have appeared before you start dragging. When the reordering is extensive, it is far quicker to split the file into chapters first, rearrange those files, and merge them back together.
The content of each page and any links to external URLs travel with it. Internal links and outline entries that pointed at a page number — "go to page 15" — will now land somewhere else, because that page has moved. After reordering, click a few table-of-contents entries to check where they go, and rebuild the outline from the source document if it matters.
