Countries switch on different dates, so a gap that is normally eight hours becomes seven or nine for that week alone. The United States changes on the second Sunday in March and Europe on the last Sunday, leaving two weeks where the usual difference does not hold, while Korea, Japan and India have no daylight saving at all. For a recurring meeting, re-check each participant's local time just before the switch week and let a calendar that updates invitations automatically carry it.
Write both. UTC is unaffected by daylight saving and therefore precise as a reference, but most people cannot instantly work out the offset from their own city. Something like "14:00 UTC (London 15:00 / New York 10:00 / Seoul 23:00)" removes almost all room for misreading. Also prefer city names to abbreviations: labels like CST or IST mean different things in different countries.
