Cameras usually do not rotate the pixels; they just write an EXIF Orientation tag saying which way to turn the picture when displaying it. Software that ignores that tag shows the photo on its side, so physically rotating and re-saving it here locks the orientation everywhere.
Rotating turns the picture around its centre, while flipping mirrors it left-to-right or top-to-bottom. Selfies often come out mirrored because the front camera saves them that way, and text in them reads backwards — that is fixed with a horizontal flip, not a rotation.
Rotations in 90° steps and horizontal or vertical flips only move pixels around, so no image information is destroyed. Saving back to JPG does add one round of re-compression, though, so decide the final orientation first and save once rather than rotating back and forth.
