Not from the saved file. Pixelation overwrites the pixels in that area with averaged blocks, so the original information is simply no longer in the file. Note that a coarse grid is safer than a fine one: with small blocks, a face outline or the shape of digits can still be inferred. For something as sensitive as an ID number, covering it with a solid black rectangle is more reliable than a mosaic.

That matters as much as the mosaic itself: hiding a face is pointless if the GPS coordinates of the street outside your home stay embedded in the file.
