You can usually pick anywhere from three to twelve, and five or six is the most usable for a working palette. Asking for too many returns near-duplicate tones that make the colour decision harder, while three or fewer rarely captures the mood of the photo.
With a lossless source such as PNG or SVG the extracted HEX is essentially exact. A logo saved as JPG has slightly smeared colour from compression, so sample a few neighbouring pixels and trust the value that keeps repeating.
