What do the last two digits of an 8-character HEX code mean?

The last pair is the alpha value — the opacity. FF is fully opaque, 00 fully transparent and 80 roughly 50% see-through, so #FF573380 is that orange at half strength. Eight-digit HEX works well in web browsers, but some design tools and print workflows do not recognize it, so convert it to rgba before handing it over there.

When would I use newer notations like OKLCH or LAB?

In HSL, yellow at the same lightness value looks far brighter than blue. OKLCH and LAB are built around perceived brightness, so two colors sharing a lightness value really do look equally light. That makes them valuable for palettes where colors sit side by side, for data visualization, and for building a color system that survives dark mode. Keep a HEX fallback if you still support older browsers.
